Can I upgrade/downgrade my plan anytime I want?

Yes, but only if you're the account owner. If that's the case, then once you're logged in to the application, just click the orange "UPGRADE" button at the top of the page and you'll see your options. If you are not the account owner, you won't be able to upgrade or downgrade your plan.
